HCC Council Members
Betsy Baier—Program Coordinator, Lutheran
Family Services
Betsy has been with LFS almost three years in prevention
services. She joined the HCC Council in 2006, but has
worked with HCC on various projects, including the Vision
Council of Larimer County and other planning efforts since
November 2004. She is involved with Caring & Sharing
and the Parent Education Network. Betsy is married with
one daughter.
Steve
Budner—Recreation Area Manager, City
of Fort Collins
Steve has been with the recreation department for nearly
21 years. He oversees operations at the Youth Activity
Center and Northside Aztlan Community Center, as well
as youth programs, and youth and adult sports. Steve became
an HCC Council member in 2006 and serves on the Youth
Engagement Committee.
Doug
Frisbie—Community Member, Estes Park
Gay
Israel—Department Head, Health
and Exercise Science, Colorado
State
University
Gay has been a university professor for 31 years and has
been in his current position at CSU since 1996. Prior
to coming to CSU he was professor and founding director
of the Human Performance Laboratory at East Carolina University
for 15 years. Gay has published over 70 scholarly research
papers, developed quality graduate and undergraduate academic
programs, developed highly recognized clinical disease
prevention programs and designed two state-of-the-art
clinical research laboratory complexes. He has held leadership
positions in a number of professional organizations, most
notably the American College of Sports Medicine, where
he is currently president of the ACSM Foundation. Gay
and his wife Karan have been married for 34 years and
have two adult sons.
Will
Kirk—Student, Loveland High School
Will has lived in Loveland his entire life and attends
Loveland High school. He joined the HCC Council in 2007.
He is a member of the Loveland Youth Advisory Commission,
National Honor Society and Amnesty International. Will
plays the bassoon in the LHS Wind Symphony and enjoys
cycling. Though he hasn’t decided exactly what he
hopes to pursue as a career, he plans to attend college
and pursue leadership opportunities.
Cinda
Lopez—Director of Development, Adoption Dreams Come
True
Cinda became HCC Council member in 2007. She has been
involved with youth and the community for many years,
including serving as a Poudre School District Board of
Education member, Partners Mentoring Youth of Larimer
County Board member, and Hospice volunteer. She currently
volunteers with Restorative Justice. She is married with
three grown children.
Ruth
Lytle-Barnaby—Executive Director, Poudre
Valley Health System
Community
and Foundation Development
Ruth has been with PVHS in various positions for 18 years.
She has served on the HCC Council since 1996, as well
as a variety of HCC’s committees, including the
Executive and Communications Committees. Ruth also participates
in the PVHS Obesity Prevention Task Force, PVHS Cancer
Center Board, Poudre School District Health Advisory Board
and the National Charity League. Ruth is married with
two children.
Darcy
McClure—Human Services Administrator, City
of Loveland
As Loveland’s human services administrator since
1995, Darcy manages that City’s Community Development
Block Grant Program, Human Services Grant Program and
its Affordable Housing Program. She also is the staff
liaison to the City's Human Services Affordable Housing
Commissions. Darcy has worked with numerous local nonprofits
(including many youth-serving agencies) in project planning,
including housing and facility development and re-development.
Darcy represents the City of Loveland on several community-wide
boards and committees. She has been on HCC’s Council
since 2006 and serves on the Research & Development
Committee and prior to that, the Youth Engagement Committee.
She lives in Fort Collins with her husband and two daughters,
and is a dedicated soccer mom.
Brownie
McGraw—Juvenile Specialist, District
Attorney’s Office
Brownie has been a juvenile specialist for 17 years serving
as a community liaison and working with first-time juvenile
offenders and their parents in the diversion program.
She also has been a teacher, dean of students, assistant
principal and principal in various junior and senior highs
in the Poudre School District (PSD). Brownie serves on
numerous boards and committees focused on children, including
the Inspiration Playground Committee, Discovery Science
Center Advisory Board, Griffin Foundation Scholarship
Committee, Journey for Young Women, Mental Health/Substance
Abuse Steering Committee, Poudre Valley Health System
Foundation Board of Directors, Hospice Board, Before-
and After-School Task Force and PSD’s Student Threat
Assessment Team, Foundation Advisory Committee and Partnership
Advisory Council. She is president of HCC’s Council
and is chairman of the Council Development Committee.
She is the widow of Thurman “Fum” McGraw and
has three married children and seven grandchildren.
Dave
Mosnik—Community Member, Fort Collins
Dave joined the HCC Council in 2007. Dave has over 30
years of experience with the City of Boulder and the City
of Fort Collins working to provide opportunities to youth.
He spent over 20 years serving on various Poudre School
District committees and served as PSD’s Advisory
Board Chairman. Dave also has served on various state-level
recreation-related boards and committees. He is married
and has two grown daughters.
Dennis
Rastatter—Director of Student Outreach, Thompson
School District,
Loveland
Dennis’ job with TSD includes coordinating mental
health services for students, serving as the liaison to
the juvenile justice system and providing outreach to
a variety of community groups. He also is on the Larimer
County Interagency Oversight Committee (LCIOG) and Juvenile
Services Planning Committee (JSPC). Dennis joined the
HCC Council in 2005, and has been involved with the Research
& Development and Youth Activities Committees.
Averil
Strand—Director of Community Health Services, Larimer
County Department of Health and Environment 
Avie serves as president of the Health District of Northern
Larimer County’s Board and as a member of Poudre
School District’s Health Advisory Board and Health
Advisory Board for Early Childhood Programs, the Larimer
County Interagency Advisory Board for Part C, Poudre Valley
Hospital System Foundation Board, PVHSF Grants Committee
and the Larimer County Interagency Group for use of House
Bill 1451 funding to provide wraparound/coordinated services
for high-risk youth. She has worked with HCC since its
inception in 1994. Avie currently serves as HCC’s
secretary and on HCC’s Executive and Council Development
Committees.
Kelly
Studer—Care Coordination Manager, McKee
Medical Center
Kelly is a registered nurse and has worked at McKee for
20 years in a variety of positions. She has served on
HCC’s Council since 2005 and is a member of HCC’s
Youth Engagement Committee. Kelly also helped develop
a new Council member orientation process.
Paula Waldorf—Community Health Education Coordinator,
Poudre Valley Health System
Paula has been a registered nurse for 29 years, 21 of
which have been at PVHS. For the past 11 years, she has
coordinated the PVHS Family Education Program which provides
health education, programs and resource information to
the community. In this capacity, she serves on (or has
served on) several community task forces and networks
including the Parent Education Network (PEN), Postpartum
Depression Task Force, Breastfeeding Task Force, Wonders
of Women Symposium Steering Committee and HCC’s
Family & Youth Summit Steering Committee. Paula became
a member of HCC’s Council in 2006. As a member,
she has helped develop the new council member orientation
process and serves on the Council Development Committee.
As a mother of two grown boys and a Loveland resident,
Paula served in the past as a volunteer for the Boy Scouts
and the Loveland Baseball Association.
Kathi Wright—Executive Director, Boys
& Girls Clubs of Larimer County
Kathi has been the executive director of BGC and a member
of HCC’s Council since 1999. She served on the BGC
Board of Directors for 10 years prior to becoming its
executive director. She has served on a number of HCC’s
committees, including the Executive Committee as the president,
Youth Activities Committee, Family & Youth Summit
Steering Committee and Council Development Committee.
Kathi lives in Loveland and has one son.
