In 2010 Larimer County Department of Human Services’ Children, Youth and Family Division (DHS) received more than 5,500 reports of child abuse or neglect. DHS investigated approximately 2,500 of the cases and substantiated 389 of them. As a result, 190 children and youth were moved to out-of-home placement for a variety of reasons - including but not necessarily due to child abuse - a 24% decrease from the previous year when 436 cases were substantiated, and as a result 216 were moved to out-of-home placement.

Between 2001 and 2010, juvenile arrests for youth age 10-17 years in Colorado’s 8th Judicial District (which includes Larimer County) decreased 28.1% - from 101.6 per 1,000 in 2001 to 73.0 per 1,000 in 2009, while the population of youth age 10-17 years decreased by 2.3%. Additionally, “Alcohol and Drug Offenses” arrests dropped 36% from 2001 to 2010, the largest decrease seen in all crime categories over the last 10 years. COMPASS of Larimer County reports that possible reasons for the decrease in “...juvenile crime trends include the hiring of a Juvenile Investigator to assess and divert appropriate cases from the court system (October 2000), the availability of a new Juvenile Drug Court as a diversion option (January 1999), local support for implementing restorative justice practices and the continuing tendency of the judiciary to use local diversionary programs as sentencing options.”

Established in 1999, Choose the Right Road works to decrease the number of young people in Larimer County who participate in underage drinking and/or drive under the influence of alcohol with the goal of reducing the number of substance-use related injuries, crashes and fatalities. Choose the Right Road collaborates with local businesses, law enforcement, health care providers, Colorado State University, Front Range Community College, Larimer County School Districts and other community stakeholders.
